Lone senatorial candidate of the Partido Demokratiko-Sosyalista ng Pilipinas

Moner as he preferred to be called was born in Cotabato City on March 3, 1950. He is married to Tessie Sarah Chio and has two children.

He finished at the Philippine School of Business Administration, Manila in 1971 with a degree in business administration. In 1975, he also obtained a certificate in Islamic and Arabic Studies from the Al Azhar University in Cairo, Egypt in 1975. In 1978, he finished his economics masteral program at the Cairo University and subsequently, Master of Arts in Islamic Studies at the International Islamic University in Islamabad, Pakistan.

As a student, Moner held various positions in student organizations including the post of secretary-general of the ASEAN Students Association and the solidarity of South East Asian students in Cairo.

He started his employment with the Presidential Task Force in 1973 as a junior economist, the as special assistant to the Office of the Commercial Attaché' of the Philippine Embassy in Cairo in 1975.

He started to become educator in 1986 when he was hired as lecturer on Islamic Studies by the National Institute for English Language and Professional Studies in Rawalpindi, Pakistan.

In 1988, he moved to the Mindanao State University in general Santos City as instructor, then designated as assistant vice president for planning and development in April 1990.

He became officer in-charge of MSU-General Santos City from July 5 to August 1990 and was eventually made Chancellor up to November 1995.

At present, he is still connected with MSU-General Santos City as professor of Islamic studies and director of the Center for Peace Studies.
